1. Plant settings in SPRO & in MRP plant parameters. Exclude the block
stock at both the places.
Also check MRP group parameters for excluding Block stocks.
After doing the settings, logout from system, restart and then check MD04.
Your problem should be resolved.
In case not send the screen shot of MD04 & MMBE both.
