open a message with SAP and ask them about this, they are responsible for notes and their content,s so, they are responsible for error that these notes are causing.
you can also have a chat with your ABAP team.

I hope you guys can give me some idea to clarify this:
While implementing note 1929564 in EWM (dev system), I was asked to implement several
other notes: 1820653 ; 1825662 ; 1830646 ; 1848822 ; 1855718 ; 1862452 ; 1871191 ; 1873513 ; 1876320 ; 1893305 ; 1903330 ; 1903331.
All the other notes was implemented with success, exception note 1903331, which I received the error
"File is checked out by user 'X'. You may not make changes"
While trying to fix the problem, I ran the report WDG_MAINTAIN_UR_MIMES -> Force deployment.
Unfortunatelly this lead me to an error on the system. Now the Web page is not working:
