Subject: Commitment Control in PeopleSoft 9.2-Optional Chartfield

We are implementing Commitment Control in PeopleSoft 9.2.
We have set Oper_Unit and Account as Required and Project_Id as optional at setup level.
Say, we have 2 budget journal lines - one with Project entered as P1 and the second Budget journal without project (only Oper_Unit O1 and Account A1 entered).
1st case: I am passing a transaction with Oper_Unit O1, Account A1 and Project P1 - This passes the budget check as budget is set
2nd case: Transaction with Oper_Unit O1, Account A1 and Project is blank (not entered) - This passes the budget check as budget is set
3rd case: Transaction with Oper_Unit O1, Account A1 and Project is P2 - How will this transaction behave, and why?

Our understanding for 3rd case - it should pass as there is already a budget for O1+A1 (Irrespective of project)
Please help
