Thanks for your support. The problem was in .msb files. Just copied from
other system. Now the sqlplus in login mode but i have getting the
different errors when run the startup command.
SQL> startup
ORA-32004: Message 32004 not found; No message file for product=RDBMS,
facility=
ORA; arguments: [RDBMS]
ORA-02778: Message 2778 not found; No message file for product=RDBMS,
facility=O

Thanks for your reply. Sqlplus window is not open that's why the startup
and shutdown process cannot implement.
Same error in SIDADM user.
C:\Users\smpadm>sqlplus
Error 6 initializing SQL*Plus
SP2-0667: Message file sp1<lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory
