Thanks for your reply. Actually this is DR system of Production system and
i have not DR backup for restore of the control file. So please tell me how
to create a control file or copy it can from Production cntlECP.dbf to DR
system.

On sqlplus try run SHOW PARAMETERS control_files;
Check if the control file is there and not corrupt. If you have a backup of
it you can try set it again with
ALTER SYSTEM SET CONTROL_FILES="path\CONTROL01.CTL"," ;path\CON
TROL02.CTL","C:\path\CONTROL03.CTL" SCOPE=SPFILE
