Reply from Phil S on Jul 27 at 2:22 PM I actually found the solution to this, note 1728193 mentions you need to create a project first, before you can execute solar01 or solar02 for this.
The error message is misleading as to what the real cause is.

In trying to setup Test Management in Solution Manager 7.1 SP13, I am getting a failure when executing SOLAR01. I get a message I am not authorized to display a project, but have all the needed access from what I can tell. I copied the composite role SAP_SOL_PM_COMP, and kept the same authorizations, but cannot get this to work.
