a)in time evaluation - while generating absence quota, or
b)In Leave provision function (in Payroll) - while projecting the absence quota in the future.
Usually work schedules are generated for 2 years in advance.
When a holiday calendar is changed or a particular PWS or WSR is changed, WSR's or all related WSR's are regenerated from the month for which a change is made or even retrospectively.
If there is a retroactive change in config, the time eval / payroll should be retro'ed by changing the retro' date in IT 03.
To change IT 3 for several employees, the SAP utility program RPUTRBK0 can be used. In one of my clients we adapted it so that the change can be made using an input .txt file or Excel file rather than use the same change input for all the selected employees. However care needs to be exercised as this can result in a significant number of retro's causing a great amt of run time; it may even cause undesired TE/PY results.

I am generating absence quotas for calendar year 2015. Why system is
searching for calendar year 2016!
Please do guide me on this.
