OAA - Operational level account assignment. It is to collect operational
level separate cost objects.
I have a feeling that If it is switched on for an order type than it cant
be switched off. It primarily help to segregate cost collection in various
operations.
Header in this case does not participate in costing.
PM experts please confirm/correct if it is wrong.
