Thanks for your reply. At present we are not using storage sections & putaway strategy with storage sections (except the default storage section(001) with any storage types. Plus we have some custom built RF transactions,not sure these RF transactions work with additional storage sections and putaway strategy based on storage section search. So do not want to use storage sections and putaway based on storage section search criteria.
One more thing, if we use putaway strategy 'L' ,system always looks for empty bin, even if that material in a bin which is partially filled. We want fill fixed bin first (if capacity allows),then partially bin (depending on capacity) and then finally new/empty bin.
We never fill a bin with full quantity with a single transfer order, so always have partially filled bins. All our bins have single materials (no mixed materials allowed).
In all bins we want to use capacity check (LEQ1 quantity,WM2), but do not want storage unit management (no SUs required).
With this background, in your opinion what would be the desired solution.

We do not want to use storage units functionality.
We have a requirement to do putaway based on quantity (number of pieces) in storage bin. Each material should have fixed bin assigned with LE quantity specified. Putaway process should fill the fixed bin up to maximum quantity (LE quantity). Please note there will not be a scenario where transfer order needs to be split. If fixed bin is full, then putaway strategy should assign another empty bin which can only hold certain capacity (capacity ie number of pieces). If fixed bin becomes empty, no other material should occupy this bin except the material assigned to this bin.
What would be the solution? What is the required configuration?
