As per your post you have describe the Basic contract for the customer. so
why you want to go threw scheduling agreement.
In Scheduling agreement there is no need to create order , directly you
can go to delivery and billing.
what is your actual Requirement, please clarify that first

This can be handled in two ways.
1.Create a Quantity contract followed by release order immediately--so your
transaction specific requirements can be updated through your schedule
lines.
2.In your scheduling agreement--what was the schedule lines observed--have
you activated Requirements/Assembly in VOV6..
