If employee joins on 01.01.2014, same is maintained in date type 01.. We
have not indicated it anywhere in IT41 explaining the system his next level
of seniority. I think, it is the default behaviour of SAP to display year
of service based on Date Types...
I 'm not sure how to handle this situation in Time Evaluation.

Generally how do you say if employee is reached the seniority level anything indicates that.
To be frank , your requirement is really confusing and I still don't get your's, I am not getting the clarity
