Have you tried that you can do from domain controller I hope ..
as you got some information about that .You can use CTS+ configuration that
you have to do from domain controller .
And for 2 same system SID you can make different client for both
system.Parameter :NON_ABAP_WBO_CLIENT
it just a guess not sure will work or not .

I found a workaround method.
1.Prepare 2 TMS ABAP System.
2.Register Non-ABAP System.(QAS(2) register other side TMS ABAP System)
3.Create domain link.
It checked that it could register, although it had not tested yet.
