When you assign the reference purchasing organization to "1100" to your normal purchasing organization "1000", did you flag the "Release Order" indicator checkbox?

Subject: Error during PO Creation While Referring Purchase Organisation Contract
Hi all,
I m facing issue with the following scenario.
1. Purchase organisation 1100 is assigned as reference purchase org for P.org 1000
2. Created contract with for P.org 1100
3. Plant 1000 is assigned to P.org 1000. Now i m trying to create PO for plant 1000 referring contract of P.org 1100. system automatically copies P.org 1100 into PO document
4. on save system throws following error "p.org 1100 not responsible for plant 1000"
