Reply from Nutchii on Feb 28 at 11:50 PM Enter the employee number and press F8. The same screen displayed except that the read only fields are now modified able. Also the delete payroll; correction button is enabled to remove the tick in the payroll correction checkbox

Locking is not configurable. As soldner said, this can be achieved through ABAP code user exit or in the include LXPADU00 or 01.
