While creating the GL 100510 in your system you have not maintained the GL "Open Item Management" due to which system is giving the error in challan creation.
You can resolve it in following ways:
1. Create a new GL and post new entries and then create the challan.(If your system is a testing client)
2. Now as you have already posted values in GL 100510 system will not allow you to change the control parameters. You may transfer the line item in another GL making balance in 100510 as "ZERO" then further change the control parameter and repost the line item.

Solution :
Step1
Please run the program RFSEPA02 in SE38 and copy this program like
ZRFSEAP02 and take the help of Abper and tell to him please comment the
error.
Step 2
Please transfer balance 100510 from dummy account.
Step 3
Please GL 100510 block for posting
Step 4
Run the ZRFSEAP02 program thru SE38 for particular GL 100510.
Step 5
GL 100510 unblock for posting
Step6
Revers the accounting entry of transfer balance entry
Now your GL 100510 active.
