I don't really know what you're talking about. It sounds as a basis problem to me.
I'll brainstorm here (as something is better than nothing...). Perhaps, anyone else in the group can send more ideas an one of them is what you're looking for...

Anyway, if the problem is on the Managers system then you should point your guns towards that system, develop a program in that system that is monitoring whatever you want in SAP and if that condition arises then take the right actions.

Another approach would be to have a job running on SAP side, when you met that condition, store a flag on the managers system so that system can take the appropriate action.
And another approach (similar to the previous one, is to detect when the condition is met, then send a mail to the managers using any standard tool provided by sap or the tool you're used to).

I want to link CMS calls application with SAP ABAP and when the number of agents available to take calls is 2 or less then 2, I want SAP to send a automatic pop message to the managers system. However, Managers system is a non sap system.
