If you implement a country-specific Chart of Accounts you can modify it as necessary to meet the legal requirements, you can rename it, translate it or do whatever you need with it, so saying that "legal requirement are not met" is not true. Maybe they are not met by the standard CoA as delivered by SAP but this is only a template, not cast in concrete.
