dangling is no good idea since this may affect future dunning. Instead, you
could possibly refrain from selecting the business partner in parameters /
create dunning block in business partner account or line items / assign a
dunning key .

F150 serves your purpose.
Create and Save the incomplete Dunning proposal in F150 and then use the same transation to go to your incomplete/parked dunning proposals.
There is no other transaction as far as I know.
