DB2 has nothing to do with this issue as is common to both download ways.
And your desktop OS? Is it Windows?
If the answer is yes, then the difference is in the different OS's. Windows is slower than AS400 to store a file and update the folder information. (In our case, sometimes we save a file to the local Hard Disk, but Windows is a bit lazy, it takes a while until it decides that a program has downloaded something.)
