Hi,
1. The t-code is ME23N. Your information are in tab Limits of items of service PO(Item category: D).
2. You can use BAPI: BAPI_PO_GETDETAIL1 and focus on parameter POLIMITS with structure BAPIESUHC
3. Regarding to table, you can check ESUC.
