Just a loud voice thought: why would anyone use fixed entries and a value table together in a domain element? If you have a table, then you have a flexible tool. A fixed entry is too specific. :)

This check only happens if the table field has a foreign key set up to the "validation table". This is different behavior from the "fixed values" entered on the domain. Only those fixed values are valid for the table field. If the domain has a "value table" and has "fixed entries", the "fixed entries" are the only values that show up in the F4 help and are the only values that will allow the field value to be saved.
