1) I don't think so. Windows can go beyond the visible screen in Micro$oft Windows, and other windowing environments.
2) What has this got to do with SAP development?

Subject: Forbidding X Window Default Y Dimension to be Negative

I am not the IT person, but I do support certain applications that we have running on the Solaris system.

We are running in the CDE environment using the default dtwm window manager with X Windows.

Some of our applications open windows with the upper-left Y dimension as a negative value which puts the menu bar off the screen.

Also, when moving windows, the top of the window menu can also be moved off the screen. Is there a command that can be put in the .Xdefaults or .Xresources file that will check whenever a window is moved and if the Y dimension is negative, reset it to 0?
