After referring to SAP Note 1930126 - TMS_BCI_START_SERVICE error despite correct scheduling, I got the below resolution for your problem.
Automatic import job failsJob started
Step 001 started (program TMS_BCI_START_SERVICE, variant , user ID <USER>)
Program TMS_BCI_START_SERVICE does not have any selection screens
Internal error getting container, RC= 4
Job cancelled after system exception ERROR_MESSAGE
SAP Note 398589 instructions (TMS_BCI_START_SERVICE has no selection screens) have already been followed without success.
Environment
SAP Kernel 740
Reproducing the Issue
Schedule a TMS import job to run periodically from STMS transaction.
Resolution
Ensure the system is on a kernel patch level equal or greater as specified in SAP Note 1874438.
Secondly, as specified in the note mentioned above, the affected program must be regenerated:
Enter SM37 transaction and delete the affected Import job
Regenerate and activate TMS_BCI_START_SERVICE from transaction SE38
Schedule again the import job following the procedure from SAP Note 398589
Please note, for production systems only, it is not possible to regenerate the program. In this case, use report TOUCHSRC instead to create a new timestamp for TMS_BCI_START_SERVICE.
