The Package should exist in a transport Request. You can transport this request throughout the landscape.

Hi,
My customer is having an issue with a package. The developers had made some changes which worked in dev but throwing an error in Q. It is showing up as ZXXXX package does not exist. As I see it is a Z package, can I transport the package from Dev to Q? Any considerations or precautions before doing this? Finally is this a basis job or a developers job?
