Try using the configuration in the IMG, tcode SPRO.
Logistics-General / Business Partner / Customers / Control / Define Transaction-Dependent Screen layout
There, for tcode XD01/XD02 you select a) Create Customer Centrally(!) and later b) Change Customer Centrally(!).
On the next page select "Sales Data", next screen "Billing", then set the radio-button for the account assignment group to "Required Entry".
If you need it for the other tcodes maintaining the customer master you have to adjust the other entries similar to a) and b). You will see that once you
are at that point.
