You have a couple of choices. SU10 is the cleanest way, and I would suggest if you use SU10, then do like a 1K users at a time. If you want to do them all, then change the paramater wrun to 0, run your deletion, and then change wrun back to the pre-deletion alue. The second choice is at the database level. All users and their information are stored in the USR01-USRxx tables. You can delete records out of those tables. This is some this is the preferred method is you have solid database skills.
