You have a couple of choices. SU10 is the cleanest way, and I would suggest
if you use SU10, then do like a 1K users at a time. If you want to do them
all, then change the paramater wrun to 0, run your deletion, and then
change wrun back to the pre-deletion alue.
The second choice is at the database level. All users and their information
are stored in the USR01-USRxx tables. You can delete records out of those
tables. This is some this is the preferred method is you have solid
database skills.

Subject: Mass user deletion (arround 20000 users)
We have around 20000 in PRD system.
After system copy and as a partof post step it takes to much time to import user master data.
I just want to know how can we delete all users?
I tried via SU10 but getting time out error.
Also deleting user manually in multiple chunks is not feasible as the entire system copy is automated.
If some one can give an idea to delete all data from relevant tables at oracle level or via CATT tool.
