This looks like a user exit is being used. You ought to look at the CATS User Exits for validation and see which exits are in place. It sounds like the employees experiencing this error message have not been apropriately accounted for in the condiditons of the user exit.

Subject: [sap-hr] Val. Basis Error when saving a CATS data entry screen...
After entering time, correctly, and saving, we are receiving a Val. basis error. However, if you exit out, the system will ask you if you want to save. If you answer yes, the screen is saved.. How can we get rid of the error when we try to save it using the 'save' icon? The error has no information except for 'Application Area - ZHR' and Message Number '000.' It is very strange. It does this for a select few of employees, not for every employee. Please help. __.____._
