James, I can only talk to the cost issue as we do not use SAP in our Distribution Center. If you have a way to identify the template, it sounds like a pretty standard discount/surcharge pricing condition type, with access sequence. Table(s) on access sequence should include fields for template and ship-to-party. Create master data for the cost dollar values. Post the condition type to the appropriate GL code with account key. If this does not work, please provide additional details of your requirement.
