Try the BAdI WORKBREAKDOWN_UPDATE; I believe it works on create as well as update.
For changing the status, try BAPI BAPI_BUS2054_SET_STATUS.

There is a requirement to inherit the user status for newly created WBS Elements from its parent user status.And there is a BADI which can be called during saving of WBSE. When a new WBSE is created in SAP, is it possible to configure SAP so that the new WBSE inherits it's status with status no. user status (PRUC, ALRS or PRAP) from it's parent WBSE?

That means if we are creating new wbs under old one, the new wbs should inherit the user status from the old one .i am not sure if User statuses are not passed on down a hierarchy. Is there any BADI which can be called during the saving of wbs element to inherit the user status.
