Thought I would share what was provided by an in-house consultant:

EXIT_SAPLV56L_001 under enhancement V56L0001.

This validation only require for Deleting shipment document.

The logic should be get the total deliveries from shipment assignment table VTTP.

Where VTTP-TKNUM = Shipment number and get list of VTTP-VBELN.

Using VTTP-VBELN check each deliveries status under table VBUK where VBUK-WBSTK should be eq to "A" for all deliveries. If VBUK-WBSTK does not eq to A than raise an error "Shipment Delete no Possible, Goods issue exist for delivery."

Thank you

Subject: How can I stop the deletion of a shipment document if PGI has occurred?

There are a couple of things that jump out here Bob. My personal choice in matters such as this is firstly to always look at the root cause of the issue and address the fix, whether that be a broken process fix or a system related fix at that point.

Addressing at the back end (for me anyway) should be your final option. I know things are not always black and white so if it is something that is not within you power to fix at the front end and you'd prefer not to address with Authorizations based on the limitations this has, you could look at a user exit that is called on shipment deletion and add a check that throws out an error message when certain conditions are met.

Maybe "USEREXIT_DELETE_DOCUMENT" . Have an ABAPer review the exits called in VT02N and advise accordingly. Also Make sure that it is just VT02N that is being used to delete and that there are not other transactions that enable deletion and that do not call your chosen exit ie VT06.

Hope that helps???
