I checked SPRO and the Cost Element Category is "21 - Internal Settlement"

You need to review the detail behind the Cost Element you used in your Settlement Rule. What is the Cost Element category for the Cost Element you have in your settlement rule?

More than likely it should be "21 - Internal Settlement".
