Your GUI is the window that pops up when you connect to SAP. Simon has a good idea, by being able to compare settings from one system to another. Table T529A contains the available Actions for PA40 and such. When you do the step "user group dependencies on action & menu type", it checks table T529A for the event you're specifying. Since the event isn't there, that's why you have the error. You have to do a previous step to maintain the event in table T529A first. One way is using transaction code SM30, specifying the table. If you don't have authority to SM30, there is an equivalent IMG setting. I would search the IMG for "Personnel Events", as I don't know the path off the top of my head.
An SAP IT person may be able to help you compare the entries between one system and another. This way, you can ensure what the entries are supposed to be comparing against another system. Simon provides these steps, and they're usually reserved for an SAP IT person.
You may be able to search the Internet for "Maintaining Personnel Events", which may provide you a link to the steps necessary. I don't know them offhand.
