Are we talking about restricted stock? Is there stock in the bins? Check MD04 to see if something else is pulling at the same stock.

Check transfer orders to the Material/batch to see if someone has taken the stock.
Also check your settings for ATP - maybe there is a restriction there which prevents you confirming the stock. We have this setting in SAP.
