Hello, Based on your description it seems that some user attributes necessary for workflow are missing. Did you check the workflow status for PR? Does it start for user or it stops with some errors? That is important information.
Did you check workflow log and container?
For example in our old system when user missed Infotype 0105 in HR data workflow for him/her did not work.

One of our specific user is not able to see the PR in sap inbox.
If he want to release the PR, then manually he need to go to ME54 to approve the PR.
Other user is able to check the PR in SAP inbox.
Please suggest what configuration I need to check.
