This is the standard system behavior as GR was not after IR.

Import duty/planned duty cost development

Is it possible to do MIGO before MIRO (Customs) import procurement scenario. If not possible then is it possible then while doing MIRO Amount will be copied automatically from PO.
Import duty has 7 duty categories (Basic Duty, Cenvat Duty, Education cess, Secondary & Higher ED cess, Customs ED cess, Customs Sec & Higher ED cess and Additional Duty)
