I have to correct the statement that profit center hierarchy is not available in
FI reporting. With the New General Ledger,?Profit Center is available for
reporting, and along with this Profit Center Hierarchies.
The place they are available is in report writer/painter reports in library 0FL.
SAP does not deliver any reports for the library, but there is an SAP note
1070629 - New General Leger Migration - that indicates how some standard report
writer reports can be copied from PCA to the new library.
As long as you know how to create report painter reports, there is no problem
creating reports that use profit center hierarchies.

I am quite surprised when you say segment shall not be used. Profit center is not ONlY source for segment. We can implement badi for this where you can use any criteria for segment derivation ALONG WITH profit center. This is required because if the segmental reporting requirement is more dynamic and not dependent upon fixed product related characteristics like profit center.
I would suggest you to use segment for segmental reporting purposes.
