I got a little bit confusion. If the material has been seen in the QI stock in MMBE transaction, then you can't make any stock transfer posting from unrestricted use stock. What you should do is to check if there is any original inspection lot document. If this is the case, the such stock movement will be carried out via making usage decision for your related inspection lot in QA02 transaction. If not, then check which particular error message which prevents you from posting the stock transfer in MB1B or MIGO transaction.

This topic has increasingly become interesting. A couple points from my side for your further reference -
Firstly, it is correct that it is not feasible to identify the actual cost center owner for a particular purchasing document for which the specific cost center is used unless you are going to build the complicated 1:1 mapping/linkage between release strategy and cost center owner where one release strategy will be assigned to one particular position and there is only one release strategy per cost center. However, it is not completely correct in saying that there is not any workaround solution (especially, when the workflow is not activated) as I used to build it in my previous company without any problem. (Of course, in this particular case, the user exit shall be activated to ensure people are using the correct department for which a cost center is assigned). Since you are not heading to this direction, I guess we will not discuss in more details this solution.
Secondly, since you have been working in HR for 13 years, you are aware the cost center is assigned to HR organization unit (or position subject to how your company is structured). Therefore, it is well feasible to customize your workflow to identify the actual cost center owner given the usage of cost object in the PR. Since it is very much likely that each PR line item might be charged to different cost object, your PR release procedure shall be set at the line item level instead of at the header level.
Lastly, since we are going to use the custom workflow to drive the cost center owner identification in accordance with the HR Organization Structure, there is not any setting under workflow in configuration. All you have to do is to assign "1" to each and every release code in configuration.
