If the PR approval is subject to the cost object to be used in the PR, then the release procedure shall be defined at the item level instead of header level as you can have different cost object to be used in different PR line item. Secondly, once you assign "1" to your release code, then SAP will know that the workflow will be used to determine the actual agent. As I said to you before, all you have to do is to assign "1" to your release code and through the customization of your workflow, the agent determination will be made in accordance with your responsibility rule. In this particular case, the mapping between cost center and cost center owner will be done through the assignment of HR organization unit to your each and every cost center in the responsibility rule.
