PR is only a requisition, not an order. People can request for anything that
they think is necessary/luxury. You don't want people to stop asking for
what they want, do you.
Once the PR is created, before anything can be done about it, the release
strategy must be used to control the budgets.
I think you should re visit your requirement or at least explain why you
want to put this limit on creation.
