It would be best to leave it as anniversary year. If the accrual is every pay period or week or fortnight or month, there will be an accrual at the end of such period. There will also be a fractional accrual when the new anniversary occurs.
We use date type to indicate the anniversary date and accrual based on the anniversary of the date type and fortnightly accrual for vacation quota type. The above type of accrual occurs.
The accrual is calculated for the relevant accrual period. We have no problem with that.
I do not recommend trying to put too much effort inconsistent with the outcome or the benefit.
Particularly for large effort, a functional consultant should do a cost-benefit analysis, including effort/pros/cons/ with solution alternatives, recommend one alternative with a rationale; then let the business client decide their choice.
