Looks to me that there is a workflow is configured where change of plant & storage location comes first & then the quantity. It is mandatory looking for the user to change the quantity. This I think is done to make sure that the quantity is verified before the PR is generated for the plant

What is the particular error message number? Was your PR generated directly from sales order?.
