I assume every SAP Java "stack" (SAP Netweaver AS JAVA) contains SLD server software. At the same time are your questions of SLD strategy very good.
Generally, I would differentiate the use cases as you did. "SLD consumer" PI is different from SLD consumer Solution Manager, e.g.

Let me refer to http://www.sdn.sap.com/irj/sdn/nw-sld, esp. Planning Guide - System Landscape Directory. This is a very useful document and should address most of your questions in context.

In a nutshell, SAP Solution Manager has a local SLD and uses it for its purposes. As outlined in the planning guide, if you are not(!) using SAP NetWeaver PI or Java Webdynpro applications, you can use the SLD on SAP Solution Manager as 'central SLD' (i.e. one SLD for your entire system landscape, which has advantages?) or any other dedicated SAP Netweaver AS Java as 'central SLD' (and if the latter keeping SAP Solution Manager's SLD as local SLD for SAP Solution Manager). This is not the case in your landscape.

The planning guide provides you with SLD strategies and recommendations. Page 13 and following deals with SLD in the context of SAP PI. Please also have a look into chapter 3.4. and following. Page 33 specifically outlines the recommendations if SAP PI system(s) (and other systems, productive and non-productive) are part of the system landscape, including comments on design-time, run-time, central and Solution Manager's SLD. If you set up your SLDs as outlined on page 33, please make sure that you configure the SLD synchronizations between the SLD instances (design-time, run-time (productive), and (local) Solution Manager SLD as outlined on page 36.

The rest of the document provides useful hints as well and some alternatives you might want to have a look. Please see also other information resources on http://www.sdn.sap.com/irj/sdn/nw-sld.

For PI ( 7.1 EHP1) ,ECC 6.0 and BI ( 7.0) dev ,qa and PRD systems , how many SLDs should I deploy ? To make Guids unique in the software components , what strategy should I use if I want DEV PI system to have its own local SLD ... and QA and PRD to use the SLD lcoated in the PRD Pi system?

Is it advisable to connect ECC DEV , BI DEV to the DEV PI SLD ...and ECC QA , ECC PRD ,BI QA and BI PRD to connect to the PI PRD SLD?

I think solution manager local SLD will get the data by using the SLD bridges from DEV PI SLD and PRD PI SLD. Is it okay to do?

In the above case, can I call PI DEV SLD as design-time SLD and PI PRD SLD as runtime? What are the differences between design-time SLD and runtime SLD?

Also what is the central SLD...In my case which one is central SLD? If there is none, do I need one central?
