I'm a bit late on this one..soz.
We created a custom movement type which posts to a goods in transit account. So PGI of the delivery reduces inventory, but does not hit COGS.
When we invoice we move the cost out of in transit and into COGS. So we always book cost at the same time as we take revenue, precisely because we frequently ship in one month and bill in the next.

But that was a global change, not customer specific. Consignment should work fine, although a little heavier on the users.
