Check the F1 help. It says this % value is only considered after the credit release.

Hello Waza,

This seems to be a good starting point but at order creation it shouldn't take into consideration the 10%, only when the order gets changed. We often have orders that are changed multiple times so the Credit department would like to only release the order once unless the value changed by 10% or more.

In this case, would it be a combination of OVA8 and the user exit ?
