The PO being proposed for unreleased has been already outputted. Means the PO print has been taken by clicking "Output" (Not trial printout)
If your release strategy allows PO changes without unreleased, you can add a new message type in ME22N
Else, execute ME9F with processing status 1 (It comes 0 in default), then go to message details & add new message type (You can use "Repeat output") & save
Once done, it will allow to unreleased the PO

how does your vendor get your purchase order? Is it sent once the PO is
saved and released.
SAP is saying that because it already has an output, you cannot change the
release now..
