You apparently have warehouse management and so you need to go to subsequent functions in the delivery and create a transfer order, and then confirm the transfer order. Once you have completed those steps you can then PGI the delivery.

Hi I also had the same problem and was able to perform PGI by entering the picking quantity value same as delivery quantity.
