Hi Ashfaq,
To your questions...
a) Is there any way to find out which user ID has not logged in
b)or logged in less than 10 time in a month?

My answers:
a) Yes.
(i) through SE16 for table USR02. Check out the column for Last Logon Date and Time.
(ii) SUIM ->User -> Users by Complex Selection Criteria -> By Logon Date and Password change (Prog: RSUSR200)

b)No. Like others explain above, you will have to ensure you have switch on your audit log if you wanna know who logged in less than 10 time in a month. However, you can determine who like who has not logon to the system for 10 days. (Prog: RSUSR200)
