Besides the header material's characteristic values, which you selected in sales configuration, sounds like you probably need to assign selection conditions (create named selection conds in CU01) to the production BOM items (using CS02) and to the routing (using CA02). (You can assign a quantity too, using a reference cstic). A selection condition attached to a BOM item or routing operation selects the item or operation if its source code evaluates to true or unspecified, or deletes the item if the source code evaluates to false. No selection condition on an item means always select the item. Also ensure your object dependencies (selection conditions) have status "released".
You don't necessarily need to assign constraint nets or procedures to your configuration profile for the functionality you mentioned.
