[sap-basis] Unable to generate Customization Request in new installed system

Dear all,
I have installed SAP Ecc 6.0, But when i try to make a customization change system doesn't ask for a request whereas it is asking for request for workbench requests..
i have provided domain name in STMS_import.
what more needs to be done for the same .
