Yes! You do definitely need an OS.
For DB, it is installed when you do the import. (Make sure you have the installation media handy).
You don't need to export client when you use the R3load. it should come with the export/import.

In Short.....you need to be reading the system copy guide. Use the 'Database Independent' method based on your questions above.
